Should I feel pain even though numbness after having a filling done?

At 8 this morning I had a dentist appointment to get a filling done. He began drilling before I was numb, but I misunderstood his question so that was my fault. But now, almost an hour after the completion of the process, I actually feel pain even though nearly the whole right side of my face is numb. Is this normal? It's actually making my eyes water, and it feels more like a toothache. The cavity beforehand actually hurt less than this. I just want to know if anyone else has experiences this and if it goes away, or is normal.
