How to type on a picture like this?

I just answered a question very similar. You can put text on a picture with just about any photo editing software including paint. For best results use Photoshop. The picture in the second link is however constructed differently. See the halo around the subjects? The background was constructed by a graphic designer and the the photos of the people were dropped in on top of it, one after the other.
